Julie Kahrs Nessler, Court Administrator of the First District Court of Appeals, recently graduated from the nationally recognized Court Management Program of the Institute of the National Center for State Courts (NCSC). The NCSC is a non-profit organization and central resource for state courts that aims to promote the rule of law and improve the administration of justice in courts around the world.
The Certified Court Manager course improves the performance of courts and access to justice for members of the community. Additionally, the class develops relationships with other court managers , and graduates receive the certified court manager credential (CCM).

At the graduation ceremony, Margaret Allen Hoyt, Director of Academic Programs with the National Center for State Courts, addressed the graduates saying, “On this twentieth anniversary of the first Certified Court Manager certification ceremony held in Ohio, it is a pleasure to be here to congratulate you all on this achievement. Your participation in the six Certified Court Manager courses adds to your personal knowledge, skills and abilities, as well as contributes to raising the level of professionalism for the field of court administration.”
Among the graduates were 32 court administrators, clerks, magistrates, bailiffs, a court reporter, and a court navigator from 26 Ohio counties , who committed three years to advanced study of caseflow, workforce management, court performance measures, fiscal management, and project management.
